Why did Jefferson, despite his views on government spending, go to "war" with the pasha of Tripoli? What was the outcome?

The main reason why Jefferson went to war with the pirates of Tripoli was because they were devastating American trade in the region--costing the US lots of money. Another reason was because America was new and Jefferson did not want to look weak.
