One factor that is used to determine the number of representatives for a given congressional district is the distribution of population within the state. The number of representatives in a congressional district is dependent on the size of the population that the representatives have to served for. If the population is small then one representative would be enough however if it is bigger than the set standard it would require a number of representatives. The population refers to the total number of people living in one area.
