The pair makes both inequalities (3,0) is true

just substitute and see which one comes out true

y > -2x + 3.....(3,0)

0 > -2(3) + 3

0 > -6 + 3

0 > -3 (true)

y < x - 2...(3,0)

0 < 3 - 2

0 < 1 (also true)
