It is true that the smallest unit of meaning found in a word is a morpheme. Lower levels are only phonemes, which are letters, and they do not have a specific meaning whatsoever, whereas morphemes do. For example, re- in redo, means to do something again, or anti- in antisocial means against society, opposite of society.
