It decided that blacks could be "separate but equal" which kinda meant that blacks and whites would be separated (different schools, restaurants, jobs, etc)
But obviously the equal part wasn't true, you can google pictures and clearly see that the white's schools, water fountains and stuff were A LOT better than the blacks.
