10^3 = 10 * 10 * 10 = 1,000
720 / 1,000= 0.72
72/100 because .75 is in hundredths place
Simplify 72/100 = 18/25
Final answer is 18/25

If you mean 720/10^3, you do 10*10*10. This equals 1000. Now, do 720/1000. This is 0.72, or 72/100, which is your answer.
