We can already eliminate A, since if it is divisible by 2 and 3, it is automatically divisible by 6.
We can eliminate B since if it is divisible by 6, it must be divisible by 2.
We can eliminate D since to figure out whether a number is divisible by 4, you keep the last two place values ( in this case 06 which is not divisible by 4.)
Therefore, by process of elimination, the answer is
C
