Bill. To rembeber this I think "BILL PROPOSED TO CONGRESS BEFORE HE GOT MARRIED" because bill is also a name

Before a law is actually a law, it is referred to as a "bill". Anyone in congress can propose a bill, then it is sent to the appropriate committee, which reviews it and hears testimony.
