Two things have to happen before a proposed amendment can become part of the Constitution. What are they?

2/3 of Congress and 2/3 of state votes.

The power to amend the Constitution of the United States is determined by Article V of the Constitution. It´s stated that an amendment may be added as soon as these requirements are met:

1. It has to be approved by at least two-thirds of both houses of Congress.

2. It has to be passed by at least three-quarters (38 out of 50 States) of the individual states.
