I am pretty sure that the literary device which is used in the sentence from A Tale of Two Cities represented above is : C.)hyperbole. I choose this one because, according to the definition of hyperbole, it is a tool which is used in order to emphasize the action or for exaggeration, and as you can see the whole sentence is a nice example of such things.
