Answer: NCAA (Option A)

The National Collegiate Athletic Association (NCAA) is a non-profit organization and does not fall under the category of federal grants.

A federal grant is an award of money that is provided by the United States Government from the funds that are available in the general federal revenue. The money provided can be a complete funding or a loan, depending upon the scenario of the applicant applying for the federal grant research.

I am absolutely sure that al of the following are examples of federal grants except NCAA. I consider this option to be suitable for the question represented above because NCAA is actually The National Collegiate Athletic Association which is a non-profit association, that is opposite to federal grants.
Do hope it will help you!
Regards.
