plug the first equation into the second
-3x = 4x+17 + 4
-7x = 21
x = -3

plug this value into the he first equation
4(-3) + 17 = y
5 = y

First you can substitute y with the value of it. So -3x=(4x+17)+4. Once you've found x plug in that value in -3x and solve for y.
