Upon fission of a Uranium atom, three neutrons are released. Each neutron can then go and break one Uranium atom each, causing the breakdown of three Uranium atoms. These subsequently release three neutrons each, meaning a total of nine neutrons are released.
Thus, if the number of neutrons are not controlled via barriers, the reaction gets out of control.
