Whom did the Morrill Land Grant of 1862 most benefit?

Confederate generals who could now settle on the lands and rebuild their livelihoods

Confederate opposers who had left secessionist states to find new places to live during the war

Northern states who could use the lands to create colleges serving all US citizens

The Morrill Act created land grant colleges, it gave land for various states to use to fund agriculture, mining colleges, etc. Most all western states have a university that has its Ag, forestry, etc focus with lots of out reach...

I would guess then that your third option is probably the correct one.

THe Morris Land Grand of 1862 granted lands to all of the states that were able to build colleges in those lands that beneffitted Agricultural and Mechanic Arts, this was with the intention of putting on motion a plan to better develop mechanics and agricultural technologies that were more adecuated for the soil in the United States.
