When solving absolute value equations, you must account for both the positive and negative cases.

x+7 = 12 AND x+7 = -12
x = 5 x = -19

for
|a|=b
assume
a=b and a=-b

|x+7|=12

assume
x+7=12 and x+7=-12
minus 7 both sides
x=5 and x=-19

C is answer
