assuming you need to create an inequality, it's best to break it down bit by bit.

"the quotient" - division
"of n and -7" - dividing n and -7
"is no less than" - this sets a minimum, so it'll be greater than
"12" - ...twelve

so, if you put that all together
(n/-7) > 12

n divided by -7 is greater than 12
