Let the number of long sleeve T-shirts be x, and that of short sleeve be y, then
x + y = 200 . . . (1)
1/2x + 1/3y = 80 . . . (2)

(2) * 2 => x + 2/3y = 160 . . . (3)

(1) - (3) => 1/3y = 40
y = 40 * 3 = 120
x = 200 - 120 = 80

Therefore, he brought 80 long sleeve T-shirts and 120 short sleeve T-shirts to the fair.
