What you should do is multiply each side by 10, like this "
0.4 = 'x'"

In math . . .
"is" means "is equal to"
"of" means "times"
Now, watch closely:
You said that 0.04 = 1/10 times ' x '.
Multiply each side by 10 :
0.4 = 'x'
