I will have to say that it has to be D because the 2 is on the y-intercept at positive and if u go over 3 to the left its a negative.this is what I'm applying the answer is

Substitute in [1] we have;


y = a(x+3)^2+2 .....[2]

Since, the graph of parabola cut at (0, 11)

Substitute this point in [2] we have;


11= a(0+3)^2+2


11= 9a+2

Subtract 2 from both sides we have;


9= 9a

Divide both sides by 9 we have;

a = 1


y = (x+3)^2+2

therefore, the equation of the graph is,
y = (x+3)^2+2
