The thermal energy of a substance is always related to the physical state of the substance. Any substance that is in solid state has the least thermal energy and is in a very stable state. The substance in gaseous form has the least amount of thermal energy and so it is in a very unstable state. The substance in liquid form has a medium state of thermal energy. The thermal energy of liquids fall in between the thermal energy of solids and gases.
