The figure of speech that has been used in this line from "The Waste Land" by T.S. Eliot is
Winter kept us warm, covering
is a metaphor for a blanket
"feeding a little life with dried tubers" is another metaphor as though a plant with roots

After reading this line from "The Waste Land" by T.S. Eliot, the only figure of speech that I have recognized is
extended metaphor, because you can see how the wintes is beind likened to mother. Hope itis clear, regards!
