Absolutely false. If it all have the same average kinetic energy, the substance will not change in state. Hence, it is absolutely false. Go to Google and search for heating curve. When you analyse the curve, the line which is horizontally straight is where the average kinetic energy remains constant. The other lines represent the increase in kinetic energy. So as heat is continued supplying, the substance at some point will increase kinetic energy.
