The upper side of the tiles show the expression (x + 1), and the left side shows the expression (x - 3) (see figure attached). In both cases, you have to consider how many +x or -x are (one +x in one case and three -x in the other case). If you multiply the factors, you get:

which is the expression made by all the tiles.
