A man was in a car accident and fractured cervical vertebrae, his femur and his 5th metatarsal. explain his injuries to a “non-science” person.

You would simply explain that the man fractured or "broke" (be sure to state wether or not if its a hairline fracture or one more like a full on break) one or more of the first seven vertebrae or disks (classified as cervical vertebrae) located below his skull, and the bone that runs through his thigh. Explaining the fracture of the 5th metatarsal is a slightly more difficult, the best way I can think of is to explain that it is the bone connected to the two in your "pinkie" toe. I hope this helps.
