you can change a percent to a fraction by dropping the percent sign and moving the decimal point two places to the left. ex: change 48% into a decimal so it would be .48 another example would be if you have 5.4% change that into a decimal would be .054

For example,
45/100 In decimal would be 0.45
45/1000 in decimal would be 0.045.
I didn't really explain, but I gave an example. Hope this helped you?
