Why is it a mistake for an author to round out a character who should remain flat?

a. readers will expect to hear more about that character and be disappointed if they don't.
b. readers will not be able to make an emotional connection with any of the characters.
c. readers will start to feel overwhelmed by the amount of action taking place within the story.
d. readers will lose track of whether the main character is a hero or a villain.

i think it would be C. readers will start to feel overwhelmed by the amount of action taking place within the story, because by definition, a flat character is a character that is uncomplicated and do not change through the course of the work, as a round character is complex and undergo development, they grow and learn from their mistakes.
