2/3x=4/6x
1/2x=3/6x
4/6x-5=3/6x-3
add 5 to both sides
4/6x=3/6x+2
subtract 3/6x from both sides
1/6x=2
multiply both sides by 6
x=12

(2)/(3)x-5=(1)/(2)x-3\ \ \ \ \ | subtract\ (1)/(2)x\\\\ (2)/(3)x-(1)/(2)x-5=-3\ \ \ \ \ | multiply\ by\ 6\\\\ 4x-3x-30=-18\ \ \ \ | add\ 30\\\\ x=12
