Let the number be x.

1/3 of the number = (1/3)*x = x/3

Sum of it and 8 = (x/3) + 8

3 times the sum = 3*((x/3) + 8) = 11

3*((x/3) + 8) = 11

3*x/3 + 3*8 = 11

x + 24 = 11

x = 11 - 24

x = -13

The number is - 13.
