we have

4.2x-1.4y=2.1

Solve for y------> that means isolate the variable y

Subtract
4.2x both sides

4.2x-1.4y-4.2x=2.1-4.2x

-1.4y=2.1-4.2x

Divide by
-1.4 both sides

y=-(2.1)/(1.4) +(4.2)/(1.4)x \\ \\y=3x-1.5

therefore

the answer is

y=3x-1.5
