Explanation:

If the temperature is set to -2 F and temperature will fall within 4 degrees F mean that actual temperature will be between 2 (-2 + 4) and -6 (-2 -4).

First inequality can be expanded as follows :

|t+2| < 4

-4 < t+2 < 4

-4 - 2 < t < 4 - 2

-6 < t < 2
