we know that

$1\ tens=10 \\1\ hundred=100$

so

1) the expression
$17\ tens$ is equal in numbers to

$17\ tens=17*10=170$

2) the expression
$1\ hundred\ 7\ tens$ is equal in numbers to

$1\ hundred\ 7\ tens=1*100+7*10=100+70=170$

therefore

$17\ tens$ and
$1\ hundred\ 7\ tens$ have the same value
