lines with no solution are parallel lines....parallel lines will contain the same slope, but different y intercepts.

y = -2x + 3/2....slope (m) = -2 and y int (b) = 3/2
so the line we need will have a slope of -2, but can have any y int EXCEPT 3/2.

m = -2, and b = -1/3 is parallel, no solution
m = -2 and b = -2/3...parallel, no solution
