slope m = -2,

y = mx + c

y = -2x + c passes through (0, 3)

3 = -2*0 + c

3 = c

c = 3

y = mx + c, y = -2x + 3

From general equation of a line;
y=-2x+c
Replacing for x and y;
3=-2(0)+c
c=3
y=-2x+3
