I would go with 'decided' just because that is the only action the person is making. The rest is just opinion based.

Answer: decided.

Step-by-step explanation: An action verb is a word that explains what the subject of the sentence (person, animal or object) is doing or has done. In the given sentence we can see two verbs: "decided" and "feels" but the one that represents an action (something that the subject has done) is "decided." The verb "feels" doesn't represent an action but a sensation, so it isn't an action verb.
