It Means that the People vote for their leader or representative. whoever has most of the votes wins. This comes from the term "From the People; By the People".

The term popular sovereignty refers to
the doctrine that sovereign power is vested in the people and that those chosen to govern, as trustees of such power, must exercise it in conformity with the general will.
