Hydrogen bonds do not form in all molecules because hydrogen can only form these bonds with highly electronegative atoms. It is a weak type of force that happens when a hydrogen atom is bonded to an atom which has a high electronegativity. For water, it is present because hydrogen is bonded to oxygen which is very electronegative.
