slope intercept form is
y = mx+b

where
m is the slope
and
b is the y-intercept

they give us that the slope is 2
so our
m = 2

then to find
b , we temporarily plug in the point they gave us for x and y

so
3 = 2(1) + b
and solve for
b
3 = 2 + b
1 = b
so our
b = 1

put this together and we get

y = 2x + 1 as our answer
