A spinner has 12 equal sectors with different letters for each sector Hamlet spins the spinner 5 times, and it stops at the letter "B" 4 times. If he spins the spinner a 10th time, what is the theoretical probability that this time it will stop at the letter 'B'?

The spinner has no memory. The probability of a 'B' is 1/12 or 8-1/3%. The first time, the 10th time, and the millionth time. No matter what has happened before.
