- As it describes something about the sentence with a sentence fragment at the beginning.
- Instead of at the end like C does. And without a comma like in A. Removal of wrong answers usually helps to narrow down the choices.

Option A is wrong considering there is a missing comma. There should be a comma after the word 'everywhere'. Option C is wrong since there is an incorrectly used comma. There should be no comma in the sentence. This being said, option B is the correct answer.
