The United States uses the Electoral College to decide who will be President not the majority of people who voted. This is why Al Gore lost to George Bush in 2000 and Hillary Clinton lost to Donald Trump in 2016.

In the Electoral College, each state gets a number of electors based on their House of Representatives + Senatorial seats. Presidential candidates will then nominate their electors and when Americans vote for a Candidate, they are actually voting for the Candidate's electors who will then vote for the President.
