Kennedy chose the word "quarantine" to describe his naval action rather than "blockade." Under international law, a blockade is an act of war, while a quarantine is less clear cut.

Quarantine has a medical connotation, something that is done for health reasons. Blockade is an expressly military term, indicating a military operation against an enemy.
