A rational is any number that can be written as a fraction and a integer is a whole number 0.86 = 43/50 so it is a rational, and not a whole number

Any number that you can completely write down with digits is rational.
It doesn't matter whether it's a whole number, a mixed number, a fraction,
or a decimal.

Here are a few:

1.6
3 and 3/4
2.71828
46 million and 1/2
negative 42
