Answer: There are 144 cats

Explanation:

Step 1 : the ratio of dogs to cats was 4 to 9. This means for every 4 dogs there are 9 cats.

Step 2 : There are 64 dogs. Therefore we want to find out how many groups of 4 we can get out of 64. Divide 64/4= 16.

Step 3 : 9 * 16 = 144 cats

Dogs. Cats.
4. To. 9

64. To. ?

I solved this by guess-timating, and i got it right. I know that 8*8=64 and 4*2=8 8*2=16, and i checked and got 16*4=64.
Since you do:

Dogs:4 * 16= 64
You have to do:
Cats:9 * 16= # of cats
And 9*16=144,

So there are 144 cats at the kennel
