Billy saw 5 bikes
System of equations
2x + 3y = 79
x + y = 28

28 times 3 is 84. That is 5 too many wheels. If you take 5 tricycles of and replace them with 5 bikes you have 5 less wheels. This means Billy saw 5 bikes and 23 tricycles.
