Answer: The value of x=-1 ,when h(x)=-3


Explanation:-

The piecewise function h(x) is shown on the graph. We can see at the left side in the third quadrant x=-1 when y=-3, Thus x=-1 when h(x)=-3 .

On the right side in the fourth quadrant we also have x=2 when y=-3 ,but that point is with open circle which means that point isn't included for the function.

Therefore the value of x=-1 when h(x)= -3.
