Cuba has an authoritarian dictatorship, and only a single party is allowed to participate in elections. As a result, civil liberties are severely protected. There is no freedom of speech, right to privacy, or Internet access. News and books are censored, and the government sometimes imprisons people who disagree with it. There are also no economic freedoms. People are not free to move to take a new job, and private enterprise is limited.

Cuba is a dictatorship which limits the voting rights of the citizens. It is so because in a dictatorship, such as Cuba, there is only one party to vote for, the Communist party. De facto, people have the right to vote. De juro, people are constrained to vote in a one-party-elections. This one limits the right to vote, making Cuba a dictatorship.
