It’s 16:25 because 18 subtract 2 will be 16 and 27 subtract 2 will be 25 so it’s 16:25

18:27 simplified is 2:3 (divide 9 from 18 & 27)
so
16:x = 2:3
16/2 = 8
x/8 = 3
x/8(8) = 3(8)
x = 24
24 is your answer
