23 degrees below 0 is 0-23 which would mean the answer is -23

I believe that would be -23.

Since we're talking about 23 degrees below 0, a negative is being implied. The integer wouldn't be a positive 23 (23). It would be a negative 23, which is otherwise written as -23.
