What you want to do is plug in -3t for the value of t which will give you

h( - 3t) = - 2( - 3t) + 2
After doing all the necessary operations, you will end up with

6t + 2
which is your answer

You just replace t to -3t

So h(-3t) would be -2(-3t)+2 = 6t+2

If you just meant h(-3) then that would be 6+2 = 8 via same steps.
