I would say the Act failed because A. The common people didn't support it. Even though it was one of the lengthiest acts ever proposed by the British Parliament, it wasn't really written with the Indian people in mind. When the British government sent their representative to put the act into effect, he faced complete rejection. The Indians just felt they were omitted from the process and didn't want to support it.
